this is a Nitrous Oxide injected Mongoose Mountain bike. it can do 65 mph. This same guy holds 60 world speed records. He races out at the Nevada Salt Flats, and has gotten a car of his up to 423 mph. He has NOS in every vehicle he owns; cars, boats, bike, motorcycles.

I havn't checked but this is probably an a-head stem, in which case, minor adjustments only can be made by changing the packing washers, only up to about 1/4". If you want more, you will have to buy a stem raiser, like this:
